Stateless nation

An ethnic group that does not possess its own nation-state (such as the Kurds and the people of Tibet). It is a value-laden term as it implies that the group should have a state. A number of stateless nations have a history of statehood, whilst others have always been stateless. They may be dispersed across several states, or form a majority within a particular province or region. Multiple stateless nations can also reside in the same geographical region or country.
